Do you mean this person actually inserts the word "short" into her bid? May I laugh? Yeah, that's illegal. It's not legal to bid anything except a number denomination and the name of a suit. (And for calls, to say anything other than "pass" "double" or "redouble"). I guess you're playing rubber bridge as I'm sure that wouldn't be allowed in a duplicate game. I remember some scandal some time ago where some people were accused of bidding "a" club when it was short and "one" club when they had a club suit. That isn't legal either :) No matter how long folks have been doing it.
