Upper & Lower Broiler Flame Adjustment

Question

I just converted my 2005 Kenmore Wall Gas Oven (790) over to LP from Natural Gas. I inverted the little plunger in the thermostat for LP, adjusted the burner o*****e spud and adjusted the Air Adjustment Shutter as per instruction in the service guide. I double checked everything and followed instructions to the letter! My problem is the flame extends 3 to 4 inches beyond the baffle. Why?
