  1. Yes, having a high total alkalinity can be a root cause of turbidity. It affects other parameters in water chemistry that can stop your chlorine from working effectively for starters.

I'd take a sample in to a local pool shop for a complete analysis (it's usually free and only takes a few minutes). Get your water balanced and see if that cures it. There may be issues with the filter as well, but not having your water balanced can definitely be an issue.

  2. If you have a lot of alkali in your water it should make no difference in the clarity of the water, unless there is a lot of solid material in suspension, in which case the filter will eventually remove any solid matter.

Adding chlorine would have no effect whatsoever on the clarity.

The reason that your water appears to be unclear or cloudy, indicates that there is solid material in suspension, not because it is alkaline.

The cloudiness could simply be silt or other fine particulate matter from your water supply.

    Edit:

    I do agree with scubabob.

Without having it tested, you really do not know what action is required to rectify the situation.

You might consider putting a sample in a glass jar and let it stand for a day or two undisturbed and see if a sediment begins to settle on the bottom.

This should indicate whether it is undissolved matter or not.

    Is your water heavily fluorinated?

I did see some cloudy tap water a few years back which was so heavily fluorinated I found disgusting, and suspected the cloudiness was caused by the fluoridation, although I never proved it and the cloudiness could have been something completely unrelated.

No matter what the cause is there will be a solution.

I would like to know what you do discover, now that you've got my curiosity up.

    Good Luck.
