Jet Ski for my boyfriend's Bday?

Im thinking about buying one for my boyfriend for his birthday but i need to know if its necessary to have a tag or insurance... i live in Miami, FL, he is 21 years old...and how much more or less is the monthly payment (not an exact amount, but more or less) on a brand new jt ski...thank you...no stupid answers please

Personally I think that is WAY TOO BIG of a purchase for a boyfriend for a birthday. A new jet ski costs as much as a car! Put the 15 grand in a 401K and get him a surf board.
