You can register as an ebay customer by submitting a valid credit card

Read the ebay rules - important to know and helpful too.

Suggest that you don't buy from people with less than 97-98% rating from customers.

You getto leave feedback for your sellers - and they will hopefully leave feedback for you too

Once you bid on a product, or win the product you can't take it back.   If you are the highest bidder you "win" - if you are not the highest bidder you owe nothing.

Read the sellers shipping terms carefully to know how long it will take to receive a product in the mail.

I recommend reading the ebay rules - and BEFORE bidding, carefully read over the product details and the customer feedback for that seller so you do not purchase from someone who does not do good business.

Another recommendation:  If you have friends/family who have used ebay, talk to them - they will be able to give you a lot of good tips too.
