Why dont Scandinavian countries have the most redheads?

Red-heads tend to have lighter skin so why arent the highest percentages of them in Scandinavian countries? Instead it's Scotland and Ireland that have the highest proportions.

Even going by your question, people are far whiter in Ireland and Scotland than in Scandinavia. Scandinavians get a tan in summer, we don't!!!
