Why 91 chevy blazer s10 won't start?

it's been sitting a long time, we've started it occasionaly,but now when I turn the key you hear a slight click then nothing happens,the click sound comes from the dash or firewall area not the starter selenoid. also i replaced a blown 30a 240v inline fuse on a red wire along the firewall. does that help?

battery and starter are good, turn key and nothing happens
