Which borough is the best fo living?

I' gonna buy apartment in Queens or Brooklyn or Bronx. But I stil don't know which one to choose. I wanna my little sister live there and get educated. We are not americans.

P.S. I met an ad, that offers 1 bed apartment studion in E.Rockaway, Queens for just 129000$ Judging by photos, it's good. Is this price real or not? I saw it on citycribs.com

Stay away from the Rockaways...very bad neighborhood.

Dont worry about the boroughs.   All are fun places to live.  You will not be able to shop online.  That place for $129,000 is not acceptable to you and your sister.  It will be much more expensive. /
