What time of day is the best time to apply fertilizer to plants: Morning/Afternoon/Night?

Organic fertilizer doesn't matter. A chemical fertilizer, that may burn should not be applied in the afternoon heat. Do it in the morning and water it in well. All this advice changes if you have a fertilizer and weed killer mix, then in early morning when the Grass is a little damp from dew to help the weed killer stick.
