What positive reason is there to allow naked short selling of any financial instrument?

isnt that simply a way to drive down prices artificially by creating artificial sellers?

If a market maker is involved in a fast moving market with a lot of buying interest and can't find anyone to buy or borrow a security from...then he could go ahead and sell short instead of having to wait.
