I like both; they are so different. But if I had to pick I would pick Tapas because you get greater variety of tastes.

Paella is good.  It has good seafood.  

Tapas is ok but Paella is what satisfy you.

tapas includes paella.

You just ask for a tapa de paella, and they'll bring you out a little plate with paella on it.  

There are TONS of great tapas, and, frankly, they are generally just small plates of the same things you can get raciones of.
