  1. Yes, Water shortages are a crisis both in rural and urban areas. Water tables are being lowered in rural areas from pumping groundwater that has been used for farming, and watersheds that supply urban areas  depend on the yearly rainfall to fill their reservoirs. Both water conservation and water storage need to be addressed. Water recycling of waste water could be used for agricultural use to lessen the demand.

  2. In LEDCs, it's really  common.

All that could really be done is a municipal pipe, but, as always, the rich would get more than the poor.

I imagine in land-locked countries there's water shortages,                   and in order not to waste any, it's used carefully. Some areas of Goa get water for 2 hours a day, for example.

  3. In many places around the world there is a real problem of access to clean water.

In the US there are serious water problems developing in the SE around Atlanta and also in California and other parts of the west. Rationing is likely areas unless there is heavy rainfall in the near future.

What we should do is a function of where we are, but there are some solutions everywhere. Get rid of lawns, major users of water and polluters given the toxic mixture of chemicals used to fertilize and keep them weed free. Use water more carefully at home--shorter showers, running washers and dishwashers only when full, etc.

Those will help conserve water, but the major problem is industrial and agricultural water use. We subsidize the use of water and encourage agriculture to overuse it. Agriculture pollutes and wastes vast quantities of water, much of it to grow crops of limited value. The crops would not be worth growing if the farmers had to pay market prices for water. Industrial uses also need to be made more efficient. Those require changes in policy, something the US has not yet seen fit to do.
