May the dust and leaf particles sticked to cotton have static charge during flow with an air in a pipe where the R.H % is below 50% and temprature is about 38 degree centigrade?

As the leaves are also noconducting materials and non conductiing materials have normally negatively charged.

can it then be reomoved by negative ionizer?
