Is Marhaba lounge in Dubai Int. Airport free?

I'm flying to Manila, Economy class, Emirates, EK334

Now i want to ask if marhaba lounge is free of charge? and if the services inside is free?

And i also want to ask there was like a restaurant lounge in dubai airport, it was free of charge it was exclusively for EK travellers, where is it in the gate place, whats the name?

I understand from their website that the lounge entry is USD 40 for 4 hours. HOwever if I have access to the lounge courtesy my credit card then will the services be chargeable.
