    Contact that agency's administrative office to get the details on the process.  There are usually several steps required to apply for this type of change - one of the last steps is usually to have the city council review and approve the request.  They may make you revise your submission, and could even do this several times.

    You can try to get estimates on cost and timing, but this can vary a lot.  It can take anywhere from a few months to a few years, depending on where it's located. Sometimes the process can be relatively easy, but sometimes it can be exasperating.  You can pay a professional to help you with the process, but it will cost you.

    It's usually easiest when others in the area have already made this kind of change - it's usually most difficult if you're the first in the area to apply for a zoning change. Neighbors sometimes fight vigorously because they don't want the character of the neighborhood to change.
