  1. For the most part no because the state that revoked you puts your information into the NDR (national computer system states use and check) and the other state will check to see if another state has you revoked/suspended in the NDR. If you are flagged suspended or revoked in the NDR you have to get the state that suspended/revoked you to clear you from the NDR before another state will issue you a license.  This is because states participate in the drivers license compact.  There are a few states that don't officially participate in the DLC, but they still check the NDR anyway.

There is only one state where you have the possibility to get a drivers license when you are suspended in another, but it is not worth the trouble in attempting this unless your license has been revoked for a long time like 5+ years. That state is Colorado, but you will have to hire an attorney in Colorado to get the process started for you. Basically the attorney petitions the state of Colorado to grant you a license anyway even though you are flagged in the NDR. You have to become a resident of Colorado and you would have to take all the test over again like if you were a new driver. There is also the chance that the attorney could fail and it would not be successful. Again, it is only worth the trouble and money if you are suspended or revoked for a VERY long time.
