If a library wants to purchase electronic equipment, what steps must they take

For instance. Is discretion left solely up to the librarian. Or, does an RFP have to be issued. Or do they have to ask city council? On about a $5000 to $6000 purchase, would the librarian even need permission from someone to do this?

  1. This depends entirely upon the library and the amount of authority granted to it by its governing body.  Some libraries have a great deal of discretion in purchasing; others have to get approval from the board to buy paper clips.

    To get a more specific answer you'll have to talk to a librarian at a library you're interested in.
