How do I put video onto a website

Question

I dubbed a vhs tape onto a dvd (combo vhs/dvd player) and now I want to take some of that video and put it on a website. I placed the dvd into my computer dvd tray, now I only want bits and pieces from this dvd. How would I go about getting only the parts that I want. Do I download it somehwo onto my computer first and then onto the website?
