Question:

ECNR required on my passport?

I took my passport on November 2006. I dont have an ECR or ECNR stamp on the passport. I saw in a forum that Passport taken before 2007 January without any seal of ECR or ECNR is deemed to be ECR. Is this statement right? I am travelling to UAE at the end of this month. Could some one help me in understanding this? As per few of the travel agents it is not required. Now I am totally confused.
