Does Chess have an optimal strategy?

Theoretically speaking, is it possible that there exists a perfect strategy for the game of chess such that, without making mistakes, two players would always achieve stalemate as in tic-tac-toe?

  1. Restrict:Construct:Protect:Blitz the oncoming attacks.

    Opening move you need to support the middle section. I suggest using bishops. Then you need to control the edges. I suggest you make a real fine opening so your queen can move freely. to protect incoming invasions. Use knights and rooks for defense for your blockaded pawns.
