could you imagine a ruling (good governance) scheme(considering human nature) that breaks the cyclic pattern of operation(Elite come->Satisfy self-interest-> inevitably degenerate-> Elite go; A new Elite come->similar phenomena->,..……, the public at large remaining the same ?
