Closing paypal account - 6 months - refund of balance

I have a limited paypal account with some money in it. I don't really want to send paypal all the information they are asking for to remove the limitation.

Is it true that I need to wait 6 months to get a refund if I don't get the limitation lifted?

in order to get fully verified- this means
instant payments && increases the limit you can
use from your bank account.

also it makes the person your sending the money
much more confident, as they can see your address
is verified.
