  1. no they cannot

  2. personal possessions belong to you.  They must return them or make the vehicle available for you to remove them.  If you replaced the radio or wheels etc. they will be considered partt of the car.  You will have a hard time getting them to let you change them.  But the loose stuff is yours.

  3. Not legally

  4. YOU NEED TO CHECK YOUR LOCAL AND STATE LAWS. THE PERSONAL PROPERTY IN THE VEHICLE SHOULD BE INVENTORIED AND STORED FOR A GIVEN PERIOD OF TIME (TEXAS IS 30 DAYS). CHARGES CAN BE ASSES FOR THIS SERVICE AND DAILY STORAGE CHARGES ACCRUE. MODIFICATIONS TO THE VEHICLE (STEREO, RIMS, TV SCREENS) OR ANYTHING ATTACHED TO THE VEHICLE BECOME PROPERTY OF THE LIEN HOLDER. ON OCCASION THE LIEN HOLD MAY ALLOW YOU TO REMOVE SUCH PROPERTY IF THE VEHICLE IS RESTORED TO ORIGINAL CONDITION. USUALLY YOU WILL BE REQUIRED TO PAY A THIRD PARTY MECHANIC TO PROVIDE THESE SERVICES.
